I've got a new site that needs a fairly secure "Members Only" section.
Probably I want members to use a password that changes every month. It doesn't need to be secure enough to protect money or credit card information, but just to keep non-members out. We don't want people to be able to get into the "back door" by doing a Google search, etc.
What do I do to get what I need?

Do you want to assign passwords yourself? Then using HTACCESS on a Linux/Unix server will work just fine.
If you want your members to sign up and have immediate access after a confirmation email is out, and modify email/password ongoing, then you will need a membership script. AMEMBER is one of the best options here.
