Outlining a group of cells

I would like to have a different color border for only the merged cells (Web Specials) http://www.bostonairinc.com/
Can that be done?
Later I am going to try a graphic in my graphic program (Photoimpact).
Creating a black graphic then a white graphic a little smaller so I can have a border around it.
I was hoping there would be an easier way to do Accomplish this?

- You can not change the border color of only one cell.

- Firefox does not see BORDERS the same as IE.

But... You CAN:
- change the background color of a single cell.

- put a second table INSIDE the original table.  Take a look at these two pages.
  Basic layered table instructions.   and how Samisite Home page uses Tables.
As you can see, your main larger table can have cell background color, then you place a smaller single column table inside the larger table and it can have a different color, creating a BORDER color around your content.  You control HOW MUCH color
1. how big the internal table is
2. cell padding and cell spacing
