A sound file's volume ?

I use CSB5, Vista Home Edition.
I edited a sound file "Wind" and placed the volume setting very low but when I put it on my website the volume is very high which I do not want,  http://www.arthurhewett.com/id36.htm
How do I get the volume to play very low when the site is activitated without someone turning down their speakers ??
Would the customers sound be related to the speaker icon on the task bar?
I may have answered my own question; I saved the sound file after adjusting a very low sound, then adjusted my speaker icon on the taskbar. Is there something else I can do so my customer barely hears the sound?

Arthur,

I've only used limited sound in Flash, however I did notice is that the sound settings in Flash are independent to the sound settings of the bowser's computer system, i.e. (a) volume control in the Control Panel's Sound options, and (b) the volume control on the actual speakers. It could be that the volume setting of the Control Panel is set high even though the physical volume dial on the speakers is not completely turned down.

When you or if you accessed the site http://www.arthurhewett.com/id36.htm
was the noise level ok. It probably depends on the individuals speaker setting but hopefully I can achieve an average.
